“Sindacato S.p.A.”: a Milano la presentazione del nuovo libro di Stefano d’Errico per Paper First
Perché un’apposita norma consente agli esponenti dei sindacati laute pensioni a carico dello Stato senza il versamento dei contributi? Perché un dirigente neo-assunto nel settore privato, subito collocato in aspettativa non retribuita (apparentemente a “totale carico del sindacato”), può guadagnarsi una pensione di anche settemila euro mensili? E perché una legge truffa sulla rappresentanza concede a questi sindacati un regime di monopolio, mentre agli altri viene negato persino il diritto di assemblea? Queste sono solo alcune delle domande al centro del nuovo libro di Stefano d’Errico Sindacato S.p.A. CGIL, CISL, UIL (e gli altri). Diktat, affari e miracoli della nuova casta, edito da Paper First, che sarà presentato martedì 22 settembre a Milano, alla Casa della Cultura di via Borgogna 3. L’evento di presentazione si terrà dalle 15 alle 17.45 – per prenotarsi è necessario inviare i propri dati all’indirizzo email unicorno@altrascuola.org – ma sarà trasmesso anche in diretta streaming sul canale YouTube della Casa della Cultura ( per consentire la partecipazione anche a chi non potrà essere fisicamente presente in sala. Inoltre, per i lavoratori della scuola, i docenti e il personale Ata, l’evento riserva l’opportunità di far valere la partecipazione come attività di formazione professionale, chiedendo l’esonero dal servizio per l’intera giornata. A discutere dei contenuti del libro saranno, insieme all’autore e segretario nazionale di Unicobas Scuola & Università Stefano d’Errico, anche Peter Gomez, direttore de ilfattoquotidiano.it e autore della prefazione, ed Ezio Gallori, dell’associazione Pensionati Uniti, che ha curato dell’introduzione. A coordinare gli interventi saranno Beppe Bettenzoli, di Usb Lombardia, e Marco Monzù Rossello, di Unicobas Lombardia. Dall’introduzione di Ezio Gallori: “Nel mondo sindacale di un tempo, con la partecipazione e la democrazia, non c’erano spazi per i privilegi ma solo militanze convinte ed esempi di alta moralità e impegno. Valori che si sono persi, nelle deleghe in bianco, nei distacchi sindacali, nei compensi, nelle carriere agevolate, negli opportunismi e perfino nei tradimenti ai danni dei lavoratori” Dalla prefazione di Peter Gomez (riduzione): Gli stipendi in Italia non crescono da trent’anni e sarebbe comodo poter indicare un solo colpevole. Non potendo più svalutare la moneta si è scelto di svalutare il lavoro. Ma in una democrazia matura, quando profitti e salari si separano per così tanto tempo, quando la produttività non cresce perché non si investe, quando la politica abdica al suo ruolo, qualcuno dovrebbe alzare la voce. E quel qualcuno dovrebbe essere il sindacato. Accade ed è accaduto così in tutti i Paesi d’Europa. Ed è successo persino negli Usa dove il sindacato dei lavoratori dell’auto ha bloccato le fabbriche per settimane e settimane per ottenere aumenti che recuperassero l’inflazione post-Covid. Perché invece da noi il conflitto salariale è restato debole, intermittente, spesso simbolico? Perché i salari sono scesi senza una reazione proporzionata nelle piazze e sui luoghi di lavoro? Il libro di Stefano d’Errico serve anche per dare questa risposta. Fino alla fine degli anni Ottanta i sindacati italiani erano, con le ovvie eccezioni, una forza esterna allo Stato. Poi arrivano gli anni Novanta, e cambia tutto. Il Protocollo del 23 luglio 1993, firmato dalle organizzazioni sindacali con il governo, segna la svolta: nasce la concertazione permanente, nasce la politica dei redditi, nasce l’idea che i salari debbano crescere non in base al conflitto, ma in base alle compatibilità macroeconomiche. Da quel momento i sindacati non sono più soltanto rappresentanti dei lavoratori: diventano cogestori della stabilità economica del Paese. È l’ingresso ufficiale nel sistema. Ogni patto ha ovviamente un prezzo. Qui il prezzo è il conflitto. Già nel 1990 la legge sullo sciopero nei servizi pubblici essenziali introduce preavvisi, fasce di garanzia, limiti e sanzioni. Nel 2000 la riforma rafforza ulteriormente il meccanismo. Gli scioperi alla francese o alla tedesca che bloccano il Paese per giorni diventano da noi impossibili. In Italia non esiste una vera cassa sciopero. Eppure, come si rende conto ogni iscritto guardando la propria busta paga, i nostri sindacati non sono poveri. Perché, mentre s’indeboliva il conflitto sociale, il sistema delle organizzazioni è invece cresciuto. Cresciuto nei servizi. Patronati, Caf, formazione professionale, enti bilaterali: sono un welfare parallelo, senza un bilancio consolidato che consenta di capire davvero quanto valga l’intero perimetro delle varie organizza- zioni. Il paradosso è evidente: salari fermi; sindacati economicamente solidi. “La odiavo, volevo punirla per i brutti voti”: la confessione del 13enne che ha accoltellato la prof. La pista dell’istigazione via social
Il 13enne ha confessato, dopo aver accoltellato la sua prof in una scuola media di Roma, la mattina del 18 settembre all’istituto Giovanni Verga di Centocelle, periferia est della Capitale. Lo studente indossava un paio di occhiali da softair, con lo smartphone fissato su un casco. “La odiavo, volevo punirla perché sono arrivato in terza media con due debiti in italiano e storia”, ha ammesso tra le lacrime lo studente ai carabinieri della compagnia Casilina, una volta giunto in caserma, come riferisce il Corriere della Sera. Il tredicenne non può essere incriminato per via della giovane età. Fino a 14 anni sono vietati procedimenti penali. Sette giorni di prognosi per la professoressa accoltellata, Isabella Marsilio, 66 anni. La docente è stata dimessa dopo il ricovero di ieri mattina presso l’ospedale Vannini. Intanto il ministro della scuola Giuseppe Valditara torna sul tema del metal detector nelle scuole, sollevato anche dal figlio della docente. La pista dell’istigazione via social: perquisiti lo smartphone del ragazzo e della madre Dietro il movente, le indagini puntano alla verifica di una pista: una possibile istigazione condotta attraverso i social network, facendo leva sulla rabbia e il rancore del ragazzo per i brutti voti. Secondo il Corriere, si cercano conferme sulla videochiamata con 5 account iscritti ad una chat sulla piattaforma di messaggistica Telegram. Il 13enne, infatti, ha azionato la diretta social prima di scagliarsi contro la donna. I profili connessi online potrebbero aver registrato il video con le coltellate inferte alla docente Isabella Marsilio, dopo averla sorpresa in aula, spruzzandole sul volto spray urticante. I carabinieri hanno effettuato una perquisizione informatica sullo smartphone del 13enne. Ma anche sul dispositivo della madre dove erano scaricate le carte di credito utilizzate per acquistare i coltelli da sub. Uno utilizzato per sferrare fendenti potenzialmente mortali, l’altro agganciato alla cintura. A sfilare la lama impugnata dalla mano del tredicenne, è stato un compagno di classe originario del Congo accolto in una casa famiglia. Gli investigatori hanno ottenuto la copia forense della memoria contenuta nello smartphone del ragazzo. L’obiettivo è ricostruire i suoi contatti prima dell’aggressione. Anche il profilo social è sotto la lente degli inquirenti. Secondo la ricostruzione dei Carabinieri, la violenza è stata preparata nei dettagli, annunciata sui social con ore di anticipo e messa in atto dopo una “vestizione” nel bagno della scuola, con casco, occhiali e smartphone per filmare. Prima di entrare in classe avrebbe pubblicato sui propri profili un messaggio con il conto alla rovescia, “-5 hours”, interpretato come l’annuncio dell’aggressione. I militari stanno verificando l’identità dei partecipanti alla diretta online e il loro eventuale ruolo nella vicenda. La prof dimessa dall’ospedale e il fascicolo al Tribunale dei minori: si valuta procedura civile per misure rieducative La prof Isabella Marsilio, 66 anni, è stata colpita con tre coltellate nella zona sotto l’ascella. Soccorsa dal personale del 118, è stata trasportata in codice giallo all’ospedale Vannini, dove è stata medicata e dimessa con una prognosi di sette giorni. Per l’insegnante, questo è l’ultimo anno di servizio prima della pensione. Il Tribunale per i minorenni di Roma ha aperto un’istruttoria sul 13enne e valuta l’avvio di una procedura civile per l’adozione di misure rieducative, ma non di natura penale a causa della non punibilità del minore in quanto under 14. Lo confermano fonti qualificate del tribunale. Gli accertamenti sono stati affidati ai carabinieri e ai servizi sociali del Municipio, chiamati a ricostruire il contesto familiare e personale del ragazzo. Le misure rientrano negli interventi amministrativi previsti per prevenire situazioni di devianza e sostenere il recupero di minori con gravi irregolarità nella condotta. Tra le ipotesi figurano l’affidamento ai servizi sociali, con prescrizioni e un percorso di accompagnamento, e programmi educativi attraverso attività sportive, artistiche o laboratoriali, oltre a eventuali percorsi psicologici. Valditara: “Divieto social e metal detector nelle scuole” “Attenzione massima delle famiglie, educazione al rispetto da parte della scuola, docenti autorevoli, limiti di età per i minori sui social. E, laddove è necessario, metal detector all’ingresso degli istituti”. Sono i punti indicati dal ministro dell’Istruzione e del Merito Giuseppe Valditara, in un’intervista al Messaggero, per contrastare gli episodi di violenza nelle scuole, dopo l’ultima aggressione a un’insegnate a Roma. Non è la prima volta che l’esponente leghista evoca un divieto di accesso ai social per i giovanissimi, dopo un fatto di cronaca: “L’impatto è notevole, gli studi internazionali rilevano che la rete aumenta il tasso di violenza tra i giovani”. Valditara richiama quindi la responsabilità delle famiglie: “È fondamentale la collaborazione dei genitori. Intanto non abbandonino il proprio figlio allo smartphone. Quando poi vedono che è sempre connesso devono intervenire, anche se in quella fascia di età è complicato, non si deve desistere”. Secondo il ministro “bisogna anche intervenire sui social e la decisione Ue di vietare l’accesso ai minori di 13 anni va nella direzione giusta”. Sul fronte dei coltelli e strumenti d’offesa nelle scuole, rivendica “controlli che negli ultimi mesi hanno permesso di sequestrare diverse decine di armi improprie custodite nello zaino dagli studenti”. Sull’utilizzo di metal detector mobili, dove richiesto, Valditara afferma che “l’opposizione ha condannato come repressiva questa misura, ma cosa non si dovrebbe reprimere?
